Ontario Hydro privatization, deregulation of electricity in Ontario, electricity rates, and hydro electricity contracts. What does it all mean?

(UtiliCorp came under new ownership as of Mar 18, 2002)
ANC sold their utility services in Alberta and BC to Fortis.  There are now two separate operating companies: FortisAlberta and FortisBC.  The change in ownership took place in June 2004.
